India had originally envisaged the creation of the Administrative Staff College in Great Britain during 1945-1948. This process was given new impetus to the creative and perceptive article written by Sir Hector Hetherington, one of the original Governors of Henley, by 'The Times' in 1945. Shri SM Gupta, Deputy Educational Adviser to the Government of India, in 1947, wrote to Mr. Noel Hall, the then director of Henley referring to the interest of the Government of India and intend to begin its first meeting in Henley March 1948.
